Strengthening Capacity
CSAT strives to address the gaps identified and documented in the analysis stage related to organizations’ “capacity” to become principal recipients, sub-recipients, sub-recipients, and CCM or RCM members, and to be meaningfully involved in Global Fund processes.
CSAT advocates for technical support to improve the knowledge base and capacity of local national organizations. Through this support, organizations better understand and make an informed decision as to the role communities should like to play within the Global Fund architecture. Through different tools and methodologies that include questionnaires, country visits and discussions at workshops and meetings, CSAT helps communities assess knowledge, skills and potential, and facilitates access to funding and technical support to address the gaps and challenges identified.

This guideline is intended to provide practical advice, tools and examples for civil society representatives from and serving key affected populations to assess needs for, develop proposals for and advocate inclusion of CSS components in proposals to the Global Fund. While this guideline focuses on the HIV proposals submitted through funding rounds, it can be useful for developing National Strategy Applications (NSAs), as well as TB proposals.
