The Global Fund Community Systems Strengthening Information Note provides summary information on CSS and explains how it can be integrated into Global Fund proposals. CSS was introduced as a permanent element of grant applications in Round 8 and is aimed at strengthening community capacity to respond to AIDS and supporting greater participation by civil society in Global Fund grant application and implementation processes.

Supporting community based responses to AIDS,TB and malaria: A Guidance Tool for including CommunitySystems Strengthening in Global Fund proposals is a detailed UNAIDS guide that provides practical guidance on developing CSS activities for Global Fund proposals, advocating for the inclusion of CSS in national and regional proposals, as well as suggesting ways to more effectively implementing CSS activities if the proposal is approved.

A global consultation on Community Systems Strengthening (CSS) was hosted by APN+/7Sisters (the Civil Society Action Team’s (CSAT) regional hub for Asia Pacific), in Bangkok, Thailand, on June 30-July 1 2009. It brought together representatives of civil society, the Global Fund, UNAIDS and others. The main topics were: needs assessment of community organizations; their access to resources and technical support; advocacy with CCMs; and development of a common framework and roll-out of CSS at regional and country level.

    Le présent Cadre de renforcement des systèmes communautaires a été mis au point à partir de l’expérience et en partant du principe qu’il fallait plus de clarté et une meilleure compréhension de ce que cela suppose. Il est destiné à permettre un accroissement du soutien financier et technique en faveur du renforcement des systèmes communautaires, en particulier (mais pas seulement) pour les organisations et les réseaux communautaires. Ce Cadre définit la terminologie du renforcement des systèmes communautaires et envisage des solutions pour que les systèmes communautaires contribuent à améliorer les résultats dans le domaine de la santé. Il propose une approche systématique pour comprendre les éléments essentiels des systèmes communautaires et pour la conception, la mise en oeuvre, le suivi et l’évaluation des interventions destinées à renforcer ces éléments.
