CSAT Technical Support

Technical support services are available to help civil society organizations strengthen their grant applications, participate more effectively in Country Coordinating Mechanisms, or implement – and report on - Global Fund grants as Principal Recipients, Sub-Recipients or Sub-Sub-Recipients. Technical support can range from building capacity in data collection methodologies used to establish the evidence base for a Global Fund application to improving monitoring and evaluation of grants.

UNAIDS is a significant technical support provider via their regional Technical Support Facilities. Making the Money Work:  UNAIDS Technical Support for Countries, outlines core principles of Technical Support Facilities (TSFs), their mandate and services provided, as well as potential funding – through the Technical Support Fund - for organizations that need but cannot afford to pay for TSF services. The TSFs Directory (2007) provides detailed staffing information for each of the five regional TSFs currently established. Additional information is available on the UNAIDS TSF page.

UNAIDS also hosts the Coordinating AIDS Technical Support (CoATS) database, which is aimed at facilitating collaboration on technical support activities, encouraging the coordination of technical support between providers and users and facilitating access to technical support. The Coalition of AIDS Technical Support (CoATS) - formerly known as the Global Implementation Task Team (GIST) - to which UNAIDS provides secretariat support, is comprised of a number of international civil society organizations, UN agencies and bilateral programmes and is tasked with addressing implementation bottlenecks at the country level. A number of publications covering various technical support issues related to CoATS are available online.

A recent Global Fund letter to all CCM Chairs and Principal Recipients contained summary information for several bilateral or multilateral technical support providers (many of which have regional offices), including basic information on the type of technical support available in each Global Fund region:

The German bilateral aid programme, Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ) produced a detailed annex of technical support providers, organized by region, detailing the type of service provided by each of the listed organizations.
