Tools & Tips

This area includes a variety of tools, tips and other resources relevant to strengthening civil society involvement in the Global Fund. Many of them were produced by civil society organizations and represent lessons learned to date in how to optimize civil society engagement with the world’s largest public health financing mechanism.

Country Coordinating Mechanisms (CCMs)
CCMs are a core element of the Global Fund’s country-driven, multi-stakeholder, performance-based grant model. CCMs (and in some cases sub-national CCMs) are responsible for submitting grant applications and for overall grant oversight. Recent resources on CCMs include a handbook aimed at facilitating the involvement of people living with HIV on CCMs and a guide on the roles and responsibilities of CCMs in grant oversight produced by AIDSpan.  See also the Global Fund report on the CCM model in Reports and Analysis.

Budget preparation and financial reporting are critical to both successful applications and effective grant management. The International HIV/AIDS Alliance Global Fund Grant Support Team prepared a guide to assist Principal Recipients and Sub-Recipients develop their budgets in preparation for submitting a grant application: (English) (Espanol)

The Communities Responding to the AIDS Epidemic (CORE) Initiative recently released a toolkit; CBO/CFO Capacity Analysis: A Tool for Assessing and Building Capacities
for High Quality Responses to HIV/AIDS
is aimed at helping community and faith-based organizations evaluate different levels of organizational and technical capacity, such as governance, finance, and administration/human resources, and helps identify technical support needs through a rigorous evaluation process.

The HIV /AIDS Alliance also produced a capacity-building toolkit: Network Capacity Analysis: A toolkit for assessing and building capacities for high quality responses to HIV (Workshop Facilitation Guide) provides practical tools and guidance to support the capacity analysis and development of community-sector organizations.

Population Health International recently published A Practical Guide to Integrating Reproductive Health and HIV/AIDS into Grant Proposals to the Global Fund. It provides practical guidance on integrating reproductive health and HIV/AIDS services into Global Fund grants, including country-level examples and monitoring and evaluation strategies.
